The Private Industry Council’s (PIC) Title I staff have exceeded and/or met their 15 WIOA Common Measure goals for the 2022 / 2023 program year.

Common Measure goals are Workforce Investment Opportunity Act (WIOA) performance outcomes that measure Adult, Dislocated, and Youth employment and training services for each county in Pennsylvania.

Those goals consist of the following measures:

  1. The employment rate second quarter after exit
  2. Employment rate fourth quarter after exit
  3. Median earnings second quarter after exit
  4. Credential attainment rate
  5. Measurable skill gains

Title I exceeded 14 of the WIOA performance outcomes with an average score of 114% and met one measure at 98.1%. This was a positive year for employment and training.  Title I staff served 174 participants with Individual Training Account (ITA) funding for schooling and 114 participants with On-The-Job Training (OJT).  These trainings resulted in 320 jobs for both Westmoreland and Fayette Counties.

In addition to meeting these goals, PIC was asked to present OJT best practices with the Westmoreland-Fayette Workforce Investment Board at the Pennsylvania Workforce Development Association (PWDA) Conference.  Title I staff presented how they worked with their employers and provided over 5482 services consisting of potential employee matches ( run matches) , employer visits, and job postings. Title I serves both participants and employers.

Title I staff continue to set goals for positive outcomes and full-time employment for all participants.  Their services range from resume preparation, interviews, workshops, career counseling, funding support (ITA) for schooling, and On-The -Job training (OJT) to mobile services in our community and local schools.
