Welfare Program
Overcoming Employment Barriers
PIC is the primary provider of the welfare-to-work programs and case management services in both Westmoreland and Fayette counties. PIC’s welfare clients are referred by the Westmoreland and Fayette County Assistance Offices (CAO).
PIC manages the Employment, Advancement and Retention Network (EARN) program. EARN is dedicated to assisting clients in their transition from welfare to the workforce. The focus of all programming is to decrease dependency on public assistance and move toward self-sufficiency. While the primary focus of the program is to move clients into the workforce and vocational training, the program can also provide additional assistance with training, credentialing and obtaining a GED®. The CAO can assist with transportation expenses and referrals to childcare providers.
