The Private Industry Council of Westmoreland/Fayette, Inc. (PIC), a 501(c)(3) nonprofit organization. As a community-based organization, PIC empowers individuals and families to reach greater levels of self-sufficiency by reducing barriers to employment from cradle to career. By offering preschool services, academic support, specialized training, skills assessment, job search assistance, and support of businesses’ needs, PIC helps to create a vibrant workforce and strengthen the local economy.
PIC was established in 1983 to administer employment and training programs for economically disadvantaged individuals in Westmoreland and Fayette counties, Pa., and to oversee the operation of the Federated Jobs Training Partnership Act (JTPA), now the Workforce Innovation and Opportunity Act (WIOA). Over the course of the past three decades, PIC has diversified its services to provide comprehensive support to those facing economic and social barriers throughout southwestern Pennsylvania.
PIC became the grantee for the Fayette County Head Start program in 1994 and for the Early Head Start program in 1997 and the grantee for Head Start Beaver County in 2013 and the Early Head Start Child Care Partnership in 2017. Early childhood development programming fits well with PIC’s mission because it develops the workforce of tomorrow while helping the workforce of today. PIC expanded their Early Childhood Development Division to also include the PA Pre-K Counts program in 2007.
Over the past three decades, PIC has served over 80,000 individuals of all ages and currently operates over two dozen programs in three divisions: Early Childhood Development, Education, and Workforce Development. Our programs are recognized leaders in all three divisions. A team of over 300 employees helps to deliver job search assistance, adult education, workforce training, early childhood education, after-school programs for youth, and much more. Our Workforce Development Division is responsible for providing job search assistance, on-the-job training, aptitude assessments, and direct placement of those enrolled in our workforce development programs and through our one-stop career centers. Our Early Childhood Development Division has served the families of the local area through school readiness, family engagement and other services provided through Head Start, Early Head Start and PA Pre-K Counts programs.
